Tashheel is a trademark of the Ministry of Human Resources and Emiratisation (MOHRE) used to improve the government's labor processes. With Tasheel, employers and employees can simplify labour-related processes online. The Tasheel platform also allows customers to pay and transact with the Ministry of Human Resources and Emiratisation online.

In order to increase the efficiency of the process and the output, the system is being implemented. Documentation and payments can be submitted online through Tasheel, so companies in the UAE no longer need to worry about keeping physical records.

By upholding all labour laws, Tasheel ensures the rights of its employees. Disagreements between employers and employees, complaints about violations of employee rights, and any other discrepancies or issues may be handled on the platform.

Tasheel Service Centre

You can access Tasheel services in person as well as online. Across the UAE, Tasheel service centers have been set up through partnerships with the private sector. Under the guidelines set by the ministry, these service centers provide employees and employers with hands-on customer service. Tasheel service centers in the UAE are under the supervision of the Ministry of Human Resources and Emiratisation (MOHRE) 

As well as regular online services, Tasheel service centers provide adequate advice and dispute resolution for labour-related issues. Both employers and employees can seek assistance, guidance, and advice at these centers for the best way forward. 

Services offered by Tasheel

Over 15 labour-related government services are available through the Tasheel online system and designated service centers. It is generally possible to categorize these services into two types:

1. System Services
2. Agent Services

System Services: Whether you're filling out forms, submitting applications, registering, compiling and printing reports, or making payments, the Tasheel system can handle it all for you. Your work will be more convenient as a result. 

a. Transactions

1. Labour Card:

Application for New Labour Card and Mission Labour Card: It is an application used to apply for a first-time Mission Card or Labour Card. It is only available to employees with a valid Labour Contract and Medical Fitness Test.

Modify or replace, or lost Labour Card Application: You may modify your nationality, salary, or occupation on your existing labour card or request a replacement for a lost labour card.

National New Labour Card Application: This application is for UAE nationals applying for their first Labour Card for the first time. Applicants must have both their Labour Contract and their Medical Fitness Test to qualify for this application. A Transaction Number is required to access this service.

Transfer of sponsorship: When switching jobs, an employee's sponsorship status must be transferred. This is done using the 'Sponsorship Transfer' form.

2. Establishments:

Renewal of Company License: Using this application, you can renew a company's trade license. The Company Code and License Number are required to access this service.

3. Work Permit:

Relative Sponsor Work Permit: Submitted by the sponsored relative (wife/family members) who is applying for a work permit and must submit no objection documents from their sponsor in order to proceed. With the Transaction Number, you can access this service.

Modify Work Permit: Changing the name, nationality, passport number, etc. of a worker on a work permit is done by using this application. A Transaction Number is required to access this service.

Replacement of Work Permit: Employers use this application to replace a current employee with a new employee using the same work permit without incurring additional or new charges. Work permits are valid for 60 days and can be extended by 30 days. A valid work permit is required for the replacement process. Transaction Numbers are used for accessing this service.

Create Temporary Work Permit: A temporary work permit is granted to someone who holds a residence visa at another company or is sponsored by a relative. Following MOL's approval, it will be valid for 6 months. In this case, the cause will be determined by the company's category.  

4. Miscellaneous Forms:

Nawakas (Missing) Scanning Documents: Application for Nawakas (Missing) Scanning Documents - This application is used for submitting the missing documentation required for labour cards and work permit applications.

Cancel New Labor Application: If employee information in a Labour Contract Application is incorrect and needs to be corrected, you can cancel it. When an application is canceled, the system updates within an hour, then a new application can be submitted.

Online Cancellation: The employer uses this application to cancel the employment contract and labour card of an employee who has left service.

Salary Certificate: Employers must fill out this form when the MOHRE requests salary details of a specific employee.

Note: To access most of these services, you will need a valid Transaction Number. You can also prepare transaction batches, view past transactions, and print and reprint them if necessary.

b. Reports

Company Employee List: An employee list for every company in the UAE will be provided in this report. Information generated includes passport numbers, Labour card numbers and expiration dates for each employee. You can access the Company Employee List with the company code.

Expired Labour Card List: This report generates a list of expired labour cards under a given company, along with basic employee information. Depending on the employee's status, these Labour Cards can be cancelled or renewed. The expired Labour Card List can be accessed with the company code.

National List: The report contains a list of all national employees currently registered with the company. Each employee's person numbers, labour card numbers, salaries and validity are included.

Person Information: This report provides basic information about an employee.

Owner Role Information: This report lets you know who owns or sponsors a company registered with MOHRE. There is a complete list of trade licenses and their validity registered in the name of the owner/sponsor.

PRO Details: This report can be used to generate basic PRO (public relations officer) data

Labour Card Information: By entering a labour card number, you will be able to access basic and detailed information about a particular employee.

Agent Services

All of the emirates are covered by several agents appointed by the Ministry of Labour, regardless of their physical location. An agent's responsibilities are vital to the successful management of the system, and they include:

1. Registering new users and user ID and password creation for them.

2. Technical support and assistance.

3. Teaching clients how to use Tas'heel online.

4. The preparation of archives for the MOHRE.

5. Ensure that every client is trained on the program and is able to conduct transactions without error.

6. Picking up and processing physical applications, sorting documents, and archiving them in the metro-filing system.

Filing a complaint through TASHEEL

An employer or employee can file a complaint against the other. It can either be done online or offline. Below are detailed explanations of both. 

Online Filing:

1. On the MOHRE website, click "Register Labour Complaints".

2. Your complaint type must be specified.

3. Provide your details (applicant type, unified number, and work permit number).

4. Describe your complaint request in detail.

5. If you have any evidence or attachments, please include them.

6. Then submit your complaint.

7. In order to resolve the dispute, the MOHRE will contact you within 48 hours.

Filing Complaint Manually: 

1. Contact your nearest Tasheel service center and file a formal complaint. For identification purposes, you will need a valid passport or Emirates ID.

2. Your complaint application number will be sent to the phone number you provide, so please ensure this number is correct

3. MOHRE will call you to verify your complaint

4. Once you receive an appointment with MOHRE, meet with the representative and work on resolving the dispute.

When should an employee use TASHEEL to file a complaint

Whenever your employer violates your employee rights, you can file a complaint with the MOHRE. Some of these may be:

1. Payment delays or withholdings of commissions or salaries.

2. The employer illegally retains the employee's passport.

3. Staff distribution of transactions is unequal.

4. An incorrect calculation of the value of third-party commissions.

5. An employee's employment is terminated arbitrarily (abuse of power).

6. Violations of other laws.

TASHEEL centres in UAE

Over 2,200 Tasheel counters are available to facilitate clients in 78 Tasheel service centers in the UAE. 20 are in Abu Dhabi, and 32 service centres are located in Dubai (more than any other emirate). 11 Tasheel service centres in Sharjah, 3 located in Fujairah and 4 each in Ajman, Ras Al Khaimah and Umm Al Quwain. 

Working hours and days of TASHEEL

Tasheel service centers are open six days a week from Saturday to Thursday. During Tasheel's business hours, you are welcome to visit these service centers. Tasheel offices are open from 8:00 am to 8:00 pm. It remains closed on Fridays.
